Soliciting opinion on hardware for Apache server

I am planning on purchasing about 3-4 computers for clustering (not Beowulf but service clustering) Apache, Database, Mail and Remote Access services. I've found a very good price on some refurb boxes with identical hardware. The cpu speed is 733mhz (Celeron) and 128-192mb of RAM each. Would this be adequate hardware for supporting 20-40 (possibly a bit more) virtual hosts? Any opinions would be appreciated. Thanks.
