Checking mail, better boot that Windows machine then...righjt???

Seriously though, can the shutdown/reboot be removed from the X login?

Was drinking guiness, not Mcewans...

even if you disabled the gui, one could still get into a console (<ctrl><alt>F1) and even without logging in reboot (by ctrl-alt-del).
I'm sure one could probably disable this ability (ctrl-alt-del), but I'm not sure how one would go about it. Suggestions? this is probably good for a public computer, but I can't find any other real reasons to go through all this trouble.

shutting down per user.

This may help.

When your in the X-login screen KDM, GDM,XDM or whatever, I will refer to GDM, because thats the only one use. It's not that any user can shutdown to computer. GDM is running as another user (usually user gdm). The User GDM has privileges to shutdown the computer, not each individual user. You may want to look into the settings for GDM (or whatever login manager your using) to fix your situation, rather then looking at a per user basis.
