sharing a hard drive for storage between windows and linux

I have Linux and Windows sharing one hard drive. I also have a second hard drive that I would like to use as a shared storage space between Linux and Windows. I can get this to work, but in Linux I can only save to the disk as root. I tried changing the permissions (as root) but it says

changing permissions is not supported with protocol devices.

How can I save to this storage space as a normal user? I am using SuSE 9.1

You will need to specify a umask to allow everyone to write - You need an fstab entry like:
/dev/hdb1 /shared vfat defaults,umask=0000 0 0
