Seeing limits of running processes?

I want to find out if I can determine if a running process has a file descriptor limit set correctly. I increased the limit in /etc/security/limits.conf, but am unsure if it took affect. The user that the process runs as does not have a shell, so I cannot run ulimit. I am also unsure if it worked because ulimit is a built in command for linux. These processes are websphere servers launched by root. When they are running they are owned by the correct user. Does anyone know if you get get the limits for a running process?

ulimit -a prints all the info but there is no way to tell of a particular process. ulimit is built in but it will limit every process with whatever you set it to.
