RPM not updating

When I attempt to apply the daylight saving patch to RHEL 3 it just hangs. Not output to the screen and I end up having to kill the process.

I don't believe anything is wrong with the package because it was able to upgrade on another machine.

rpm -Uvh tzdata...rpm

Any clues on why it might hang? Where I should be looking? Would reinstalling the rpm manager be a solution?

try installing a different rpm on the same machine first.
try the query options on the package.
try installing with very verbose flag -vv set.
