For absolutely everything you could ever want to know about rpm, check the RedHat site, somewhere in Documentation. Look for a book called 'Max-rpm'. It gives all details about rpm: what you'd see in the man pages, plus a lot more; such as how to write spec files for src.rpm's, what to include and why, etc. It's a 700+ page book which you can read on-line or download to read at your leisure.

What about checkinstall

http://checkinstall.izto.org

The easier tool to build rpms as to my knowledge.

Once checkinstall (and it's companion utility installwatch) are installed, you can install a tarball following the normal procedure for installing tarballs, until you get to the make-install step. At that point, you invoke checkinstall "checkinstall make-install" and checkinstall will build and install a binary rpm for you.
