RPM error message

I'm trying to install the package and got the error message:

error: cannot get exclusive lock on /var/lib/rpm/Packages
error: cannot open Packages index using db3 - Operation not permitted (1)
error: cannot open /var/lib/rpm/packages.rpm

Any ideas how to fix the problem?

Thanks

You're probably trying to install the packages as an ordinary user. Login as root, or type "su", and try again.

No. I'm doing this as Root.

[root@localhost mike]# su
[root@localhost mike]# rpm -ivh curl-ssl-7.9.6-1.i386.rpm
error: cannot get exclusive lock on /var/lib/rpm/Packages
error: cannot open Packages index using db3 - Operation not permitted (1)
error: cannot open Packages database in /var/lib/rpm

Do you have any kind of graphical interface for package updates open?

I presume you're the only one on the system.

Did you try to rebuild the database?
