In short, they describe many internet standards :)

Sometimes I can see : "blablabla......(RFC 799)" for example

Are you being deliberately stupid?

On the link I gave you above there is an "RFC Search" link. Putting "799" into the search box there return two hits, one of them being a link to the text of RFC-799.

Come on, try and use your brain a little.

Come on Martin, no need to call names, and personally attack anyone. I can see how that can be frustrating, especially after providing a great link, and the ability to use the RFC # so easily, and you made your point well, but by pulling out the section above and below your point you will have still made your point, and without the personal attacks.

When newbs come to ask questions, and get great answers, just because they do not use the answer doesn't mean they should be the object of attack from the author of the great advice.

That and maybe they were hoping to find something on their system to use in such a situation.

Just thought I should mention this, because I was there once, and in fact am still alot of the time (and I am sure you once were too, unless you helped to developed Linux, in which case, congratulations).

Sorry if my response seems harsh. I feel like I'm wasting my time when people refuse to take the next step themselves and instead choose to demand step-by-step help for every situation.

I try and spend as many hours as I can spare each week simply answering questions - people like this are, as ESR puts it, "time sinks".

Mart, remember it is you who feels irritated, not the other person, don't take out your grievances on the other person. Just be happy you already put in the effort of replying well and move on to more interesting questions, I'd say.
