Recording using vgetty causes popping and crackling

Hello, I have setup up my system as an answering machine using vgetty and a MT5634ZPX-PCI-U MultiTech modem. When a the vgetty records a message for me, and then I subsequently play it, there is a lot of popping and crackling. When I load these files into audacity I can see that the waveforms are to large which is causing some clipping. Is there any was as the recording occurs to prevent this from happening, such as decreasing the volume before it is recorded to file? I see there is a receive_gain and transmit_gain but that appears to only apply to the speaker and microphone. Even getting some sort of adapter for the phone line that decreases this would be acceptable, of course a software method would be preferable.
