This refers to anything connected to the system which can send or receive data--eg disk drives, modems, printers, etc.
Take disk drives as an example. suppose you have hdb1 (first partition on second IDE drive) mounted to the /home directory. You can put files there and then read them using command-line tools or your GUI file manager. You can also read and write data directly to the device using tools like dd.
Devices are accessed using pseudo-files in the /dev directory. If you look at /etc/mtab, you will see how various raw devices are mounted to your system.
