Quota apache user

I have functional quota setup /home. I have set quota for each user under /home. However I noticed that a user's uploaded files via apache does not count towards their own quota, rather it's counting against against user "apache" because it's owned by apache.

Is there a workaround for this? so that everything under /home/joe will count towards joe's quota, regardless of the actual file ownership.

Create a quota for apache and maybe create a script that chowns the ownership of the files in their directory periodically.
