What kind of scenario are you envisioning where the kernel gets removed? Who's removing it? Is it malicious or accidental?

I am guessing that the issue is the accidental removal of the boot-image from the /boot directory, i.e. by an overly hurried system administrator. Is this the case?

Regular backups are the best way to protect against accidental removal of any file by a sys admin who isn't paying attention.
