In cases where the linux kernel is removed is that must reinstall the system or there is another solution?

What kind of scenario are you envisioning where the kernel gets removed? Who's removing it? Is it malicious or accidental?

I am guessing that the issue is the accidental removal of the boot-image from the /boot directory, i.e. by an overly hurried system administrator. Is this the case?

Yes

Regular backups are the best way to protect against accidental removal of any file by a sys admin who isn't paying attention.
