Problem with local mail, Please help!

Ive got a server at work running Red Hat Enterprise Linux 3. The problem is that after making some changes I no longer get local mail ( specifically I need root's mail )

----------The facts---------------
- I do not have the sendmail service running, but it is installed.
- Local mail was working last week at some time.
- If I do a "service sendmail start" then do a "mail". I get mail
- If I do a "service sendmail stop" then do a "mail root", root doesnt get mail until I do the previous step "service sendmail start". It just goes into a queue somewhere until next time I run sendmail.

I should not have to have sendmail running as a service to get local mail

The only things I can think of that I did last week, was

a) Change the sendmail.cf in /etc/mail from

O SmtpGreetingMessage=$j Sendmail $v/$Z; $b
to
O SmtpGreetingMessage= Mail Server Ready ; $b

and I change the username from "x" to the fully qualified doman name

I may have made other changes, I cannot recall.

Can someone give me a hand here?

Thanks for your help!

I'm kind of questioning this statement......
though i might be missing something
doesn't local mail go to a listener on port 25 using smtp just like non-local mail ?????

anybody else know the answer
