prelinking + striping: do i need a live-cd, or can i do it on a running system

Hey guys,
im in the final stages of installing gentoo.
when i am happy with the system, i am going to strip all binarys and library's then do prelinking on larger applications like KDE.

am i correct in thinking that a running binary / library cannot be altered.

if so, then do i need a live cd to strip and prelink my gentoo hard disk ?

or is it okay to drop to command line mode, and do it from there ?
if i did do such a thing, i assume only BASH GETTY would miss on the strip and prelinking, (which is no problem) or would i bork my system ?

any ideas ?
