OS X menu bar in KDE
How can I get a menu bar like OS X's. I saw a picture of a theme some guy did. Here is a picture of it.

If you're talking about the fancy transparent bar at the bottom, that is the SuperKaramba program. The one at the top comes with KDE.

How do I access it within KDE if that OS X-like menu bar comes with it?

The guy simply configured his regular panel to appear at the top (right-click it). Then he set it to have a cool backround.
The bottom panel is something completely different, and you will need to download SuperKaramba to get something like it. He appears to be using the TuxBar theme for SuperKaramba ( www.kde-look.org ) |

Nevermind, I figured that out, but how do I get rid of the black block border around it?

For the TuxBar theme, you will have to edit the theme files by hand.
