Funny, I have a fairly new machine (Inspiron 5675) that has absolutely no issues booting in UEFI mode with linux first (Debian 10 to be exact) and Windows 1809 as a secondary option.
Same here, Homebuilt with 1 year old MB and works flawlessly. Done multiple UEFI installs, to include FreeBSD and Linux. Windows has never been on this box.
try this:
In your bios tab over to boot order, make os boot manager first in boot order, highlight os boot manager enter, use f5 f6 keys to move ubuntu/mint to top, f10 key to save, escspe out, exit and save. It is something like that not at my laptop to double check this
I know there are systems that are setup as you say. On my hp laptop no Linux is able to change the boot order, but what I posted works on my laptop, just gave it as an offer of something to try.
