No boot signature in partition

I have a PC with 2 linux systems. Unfortunately the first disk
crashed, so I replaced it and am reinstalling
hda is the DVD

the first system is hdb1 /boot
hdb3 /
hdc1 swap
hdc2 /var
hdc4 /home

The second one

hdd1 /boot
hdd3 /
hdd4 /home
hdd2 swap

plus I am planning a third system on the rest of the disks

linux:~ # lilo -M /dev/hdb
The Master Boot Record of /dev/hdb has been updated.

but I get a No boot signature in partition message even though
I lilo'd to MBR (lilo -M /dev/hdb )

Any hints?

Has hdb been set as the boot disk?
Find out with fdisk /dev/hdb then press m <return> then press p <return> to print the partition table. Do you see a * in the Boot column?
