Need a simple graphic program to make some patterns for cutting


I need a very simple program to draw figures/patterns so I can cut them out on a scroll saw.

I can find a bunch that do that but the problem is that if I ask it to make a template page 3 1/2 inches high and 9 1/4 inches wide, they do not. I get something like 4 by 10.5

I managed to get 'Krista' to make an image exactly the size I needed and saved it as a 'png' but then Gimp would not draw on it. ( I know gimp, I don't know Krista )

Any body got some suggestion for app names I can go explore?

Qcad might be a good choice.
Or perhaps Inkscape, though I'm not sure about getting it to print to scale.
Both are available on the Ubuntu repos.

PS:
I've tried Open Office, Karbon14, Gimp, Inkscape and Ktoon.

Thank you to this group. You have given some good answers to my quest.
However I ask the wrong question.

All I really need to do is get out the tape measure, french curve, straight edge and draw the pattern for the mask I want to make.
Copy it into a grafic on my drawing tablet. and print.
