1. I'd say that if you're question has to do with a particular multimedia application, then is should go in software; otherwise probably linux general. Don't worry too much about it though. The moderators will move it to the proper place if you're wrong.
2. There are many different options. Try using the forum search function or simply Google it. It's a commonly-asked question.

Unfortunately that does not work I spent most of the morning yesterday with 'google' and found nothing usable; I found windows (ugh!) software that required the .net framework (which requires XP service pack 2 - I wouldn't let that crap anywhere near my pc. Some other windows apps cost about $35 too much. I found no Linux apps to do it.
I was hoping someone might know of something I missed. Searches using "+linux +dvd2mpg" or "+linux +vob2mpg" produced lots of forum entries with the same question and no valid answers and lots of entries for windows software.
Your google-fu is weak my friend. You're just using the wrong keywords. Try being a little less specific. linx howto rip dvd comes up with lots of useful links. Check out especially k3b, dvd::rip, acidrip, and k9copy. I also recommend transcode and the omnipresent mplayer/mencoder if you're interested in command-line tools.
Note also that there's nothing special about ripping to mpeg; just substitute the output format of your choice for whatever examples you see. Indeed, since DVD's are already in mpeg2 format, it can be as easy as ripping the vobs off the disk and extracting the video content into a new container... if you're willing to keep the full 6-to-8GB-sized videos as is.
