mounting local hard drive in a remote shell (SSH)
 
I would like to mount my local hard-disk to a remote SSH shell. The local disk is Windows (FAT32) and I want to mount it as read-write (rw).

The connection type is dial-up and thus dynamic IP.

Does anyone know how to mount it?

You can't by such means. If the remote machine is not on your network, I'd suggest using WinSCP or scp to share and copy files between the two machines.
