Migration to new HDD

I want to transfer my current Linux Mandrake system to a new hard disk drive without having to reinstall it on the new drive and then transfer all the configuration files.
Can it be done? If so, how?

i swear ive answered this loads of times in the last few days

plug in you new drive
using fdisk, or your favorite partition tool, partition it, format partitions
boot from a rescue disk/seperate distro
for each partition on the new drive, mount it and do a tar c /src/* | tar xC /dest where src and dest are where you are copying from/to respectivley

What about dealing with /dev and /proc directories?

sorry, i meant to say do this from a rescue disk, if you do it from a rescue disk then you dont have to worry about anything like /proc or /dev
