Make All users have same default settings

I am currently using fedora 3 linux and i am using Gnome, I would like to know how to change default settings so that allmy users have the same settings , such programs istall as a the root i want other users to have it on ther desktop as well. but when a user logs in they donot see the program that was installed as the root. so how is it that i can set that all users have what the root as even if it is a brand new user,

as an example

The root user default web page is google.com, how can i change all users to have the same defualt settings even if they are a new user, with out them having to manualy set it themselves.

any help would greatly appreciated
