major iowait issue


so, i have very high iowait for no apparent reason. its redhat 2.4.21-20.ELsmp (Red Hat Linux release 9 (Shrike))running on compaq hardware (dl380) single xeon ht cpu and plenty of ram.

this top was showing 86% iowait on both cpu's ! it hovers right around the 40% mark even when use cpu is around zero.

i have lots of io bo, and lots of system in and cs.

how to fix? could it be a mismatch between filesystem block size and formatted allocation size? could it be io on the nic cards (the box acts as a router) or is this normal and i have lots of disk read or network traffic going on ?? how do i determine which block device is using all of the io, i dont have iostat on the box ...? i had a similiar issue way back when with solaris 2.6, the 2 nic cards were on the same bus. can iowait be high for a busy box as a router with both nics on the same bus??

and yeah, i know, rh9 shrike = very old EOL/EOS OS, but thats what the vendor uses to run their software on. its another one of those vendors who has a "virtual cd" or "secure platform", etc.
