linux test bed vs. windows test bed

Greetings LQers,

I am trying to build a list of convincing reasons to run a linux test bed for testing a network device vs. a windows test bed. Using TCL as our testing language.

Does any one know of a comparison between windows telnet and linux telnet?
ActiveTCL vs. TCL native to Linux?
A listing of Cygwin short-comings?

thanks
