linux applications on windows

I wanted to know would there be a way to modify windows and put linux applications on windows without having linux on a computer.

VMware would still have to run linux, just in a virtual machine...

I don't think there is a big demand for LINE (Line Is Not an Emulator)

Some OSS apps have been ported to windows, but what's the point of running linux apps on windows?
