Keymapping SF1 to F13 instead of F11.

Hi,
We are testing out new linux based thin clients, and run into the following problem: if you start a telnet or an xterm session, the Shift+F1 key and the F11 key give exactly the same code e.g. ^[[23~ ; the same is true for the Shift+F2 and the F12 key e.g. ^[[24~.
In our applications we need Shift+F1 as F13 and Shift+F2 as F14, so we need different keycodes for them, in order to modify our termcap and terminfo accordingly.
How can we adapt this ?
grtz,
Erwin.
