Question KDE Themes

Hi guys, I was wondering if someone can tell me which program to use for creating themes for linux. I am currently running Mandrake 8.1 with KDE version 2.2.1

Check out: http://kde.classic.themes.org/

and go look at the kde link. Near the bottom you will find "IBM's KDE tutorial"
