ok it turns out this is a simple fix. i found the answer

A work-around I discovered to make global changes to the menu is to perform those
changes---as normal user is fine---and then as root move the resulting
applications-kmenuedit.menu file from ~/.config/menus to /opt/kde/etc/xdg/menus. The latter
directory is where the KDE menu is stored.
Similarly, if you want to restore the original menu structure in KDE, merely delete the
applications-kmenuedit.menu file from ~/.config/menus.

so i just backed up ~/.config then deleted it, ran "kbuildsycoca" and it rebuilt my menu!
