Is Konqueror and kdebase really fully GPL?

Is Konqueror and kdebase without the entire KDE-suite really fully GPL? Or does it have to QPL sticked to it in one way or another?

Edit: I like to replace FireFox with a fully GPL browser

I believe it is. QT has been under the GPL for ages now. The about dialog for KDE apps typically has a license tab. Konqueror has the GPL inside this.
