"info" is the GNU TexInfo format - most info pages are the corresponding man page converted, though some manuals do have more complete info pages. eg. GNU documetation. So a visit to FSF is in order for online versions.
Of course, you already know that the info pages for everything you have installed is usually supplied with your distro?
Obviously I must be stupid . Your link does work but starting from http://www.gnu.org/software/ ... no chance. I searched for finger on the page -- nothing. But then ... "all GNU packages" ... aha. Impressive list, but sadly lacking e.g."mount" or "shutdown" or even "coreutils". Where would I find info for those?
LDP stated that there are man pages and the "more detailed" info pages, sources on the web are not given there (or I didn't find the link ) and also not on http://www.tldp.org. On delorie I found how to read info pages and how to make them but not where they are.
They must be maintained somewhere ... could it be that there is no repository for them?
