Hello I need a Linux OS that runs Windows apps(.exe) natively that can be installed from a USB and ReactOS is out of the picture and i REALLLLLLLY hate windows especially since they add so nonsense that cant be uninstalled and they track you with their tracking services in the background. It doesn't need DirectX 12 or something like that.

Linux does not, and probably never WILL, run Windows applications natively. Some Windows apps run via WINE, but some don't. You're far better off finding Linux equivalents to the apps you use now. You wouldn't get a Mac and see if it could run Windows apps...because Mac's run MAC apps. Linux is no different.

Past that, you run Windows to run Windows apps natively.

How about ReactOS, I believe Jide is working on it and even when using a virtual machine with as much ram i can give it(1922 MB), It still runs well but i can not use a USB to install it sadly.

How about it? That is *NOT* Linux, but (essentially) a Windows-clone-sorta. Essentially open-source Windows. Did you read their own web page???
Again: if you want to run Windows apps your two choices are:

1. Use Windows
2. Hope the application is supported (and usable) under WINE

I really have to agree with TB0ne here, IP ProxyNeon. You will ALWAYS be far better off using Linux apps on Linux, and Windows apps on Windows itself. I gave up on Wine years ago, because while some apps/games worked flawlessly, others either weren't usable or didn't work at all, no matter what I tried to get them to work.

Wine is never going to be perfect by any means. The problem is that if a Windows library gets changed, then this will cause problems with running it under Wine. Because Wine's developers have to play "catch up", and it will be a never ending battle to try and keep up with developments in Windows, particularly since Windows is a closed-source system, and where you are talking about things like DirectX and alike.

Most Windows apps DO have Linux equivalents, it's just a matter of finding them, have a look at this site, it will tell you what those equivalents are.

Wine, playonlinux and the very good Crossover office as well as things like dosbox may run your windows programs. There may be some future in flatpak and snaps and such for true cross platform.

PS about reactos: last time i looked their aim was to create a clone that is 100% windows compatible. last time i tried it was also still alpha status, and there was no live or installer image that could easily be transfered to a USB stick.

There is no fundamental reason that forbids any OS kernel to embrace the ABI of any other operating system, especially when they share the same CPU instruction set, so expanding the Linux kernel to natively run Windows applications is certainly technically doable, although the legal aspect is another story.

After all, Windows 10 is natively running Linux binaries with WSL so why not a LSW (Linux Subsystem for Windows...)?
