Assuming you aren't running a firewall on your pc(shorewall), then your router on your lan(which you seem to be connecting to) is the culprit. You should allow port forwarding of port 21 and 20 tcpip on your friends ip, via the router.

Do you have a firewall (iptables or ipchains)? If you are using iptables on those ftp servers you can use "modprobe ip_conntrack_ftp" to let related data connections in. Make the client use "passive mode" if you can't or don't want to leave ports open for it.

Tcpwrappers can also block your ports. You may have to edit /etc/hosts.allow and /etc/hosts.deny.

I think mandrake uses shorewall (netfilter/iptables based) so you might want to check out their documentation, mandrake's firewall documentation, or search for related information on this site or google. If /etc/hosts.allow and /etc/hosts.deny exist then you should also search for information about those.

[addition]
Are you sure the ftp service is running? Does it work from the local machine? You can see what's listening on the ports with "netstat -tuanp"
[/addition]

i am also having the same problem thou TELNET is fine.

stoney - i believe you may have to install a TELNET SERVER
u have a telnet client only.- this is my guess as i am also a few week newbie

******
noc@localhost noc]$ rpm -qa | grep telnet
telnet-0.17-25
telnet-server-0.17-25

for FTP i am trying to install vsftp. sorry cnt tell you what i've tried. but a little bit here n there i forget! i've tried the man pages and other searches however some files are not where they should be. ie. /etc/vsftpd.conf where i have it is /etc/vsftp/vsftpd.conf

i installed ftp via RPM -> not via the original package manager

sorry also forgot to add u have to turn the telnet services on

/etc/xinetd.d/telnet change 'disabled=yes' to 'no'

then

chkconfig --level 345 telnet on

reboot and check netstat -ln to see if the port is open.

i hope taht's right n hope that helps... =)

somebody correct me as i may be wrong.
