I did not find the destination Settings>Universal Access>Screen Reader:Off
The mentioned keyboard keys do not work

What is your desktop environment? GNOME? GNOME Classic?

So, do you have the problem with screen reader in GNOME or in LXDE?

And if you have no use for screen reader at all then just remove it:
