How to detect if line-in on soundcard has gone "quiet"??


Is there some sort of program that can detect if the line-in on my sound card has gone "quiet" (EG, no sound signal coming through for more than 10 seconds)??

I want to be able to, say, have a monitoring program that will run a script or something if this "quiet" is experienced.

Any ideas?
