How to change regional settings... am/pm

Hi

I searched around but could not find it.

Where can I switch the reginal settings, like currency / time format (I want to change it from am/pm to 24hour format)
In KDE you can switch it in the controll center, but that does not do it. The programms still display the am/pm format.

Is there someplace in the commandline where I can set this globaly, independent of the userinterface language?

right click the clock in the panel and go to its properties...

Doesn't do the trick. Already tried that.
It corrects the display of the watch, but in programms it still shows US american date format and clock am/pm format.
There must be somewhere deep down where you can switch this.
