Assuming your want the source and not aqn RPM or deb, go to a kernel mirror (your can find these on the kernel.org webpage). I use ftp top get my kernel sources. I ftp into my mirror of choice, browse into the kernel subdiretory (usually something like pub/linux/kernel/v2.4.....) and download the version I want.

what distro are you using, sometimes it might be best to get the kernel optimized for a particular distro, like redhat.. etc
but you can't beat the www.kernel.org , the home of the kernel.

like Trickykid said, just go to www.kernel.org, and download the latest kernel, untar it and then menuconfig etc...
I use redhat and I feel the best thing indeed is downloading it from kernel.org...and not by some other means.
