In Ubuntu 8.10, you rt-click on the desktop, select "change desktop background" then click the "themes" tab.
Click "install" and browse to the theme package you want to add.

This covers desktop themes.
The package has to be for Gnome. You can find a collection at http://www.gnomelook.org
