How do I Limit Bandwidth on a Per Connection Basis?


I run a large internet files site, however I have a problem. I need to cap the bandwidth for each user downloading a file at a specific rate. I've tried using things such as mod_bandwidth for the apache web server, but it seems that it cant set limits over 100 kilobytes/sec. I've also messed around with things like htb, but its seems that only allows you to place a total bandwidth usage on a specific port or service. I'd like to set a download rate cap at something like 250kb/sec for some users (who might not have an account at my website) and maybe a 500kb/sec cap (for users that do have accounts). I've seen various internet file download sites such as fileshack.com that cap their connections at 3 different rates depending on the user status. Capping on a per directory basis would even be great. Does anyone have any idea how I can accomplish something like this?
