how can my familly connect to my IP and see webcam+alsa hw:1,0?

Are you talking about a connection within your own LAN---or from outside?
For outside access, note that most IPs do not allow you to use the connection to host a server---further, the connection doe not normally have a fixed IP address.

Most IP's block port 80, however if you use a different port it will work. You could get a dynamic ip address (from a site such as www.dyndns.org) to get around the non-fixed ip address problem.
Why not purchase a stand alone webcam to do the same thing?

I have finally managed using ffserver.conf and ffmpeg. it works.
Well, rather slow. A free opensource like skype would have been ideal for me
