hotplugging

For reasons which are discussed in more detail here...

http://www.linuxquestions.org/questi...-badly-609581/

I want to be able to do a manual hotplugging of a usb device, rather than actually having to remove the misbehaving device and re-insert it. Does anyone know how I would go about doing that?
