Hotkeys

I was certain this kind of question would be asked a lot but after extensive google-ing i have yet to find an answer. What I want to do is make ctrl-t open a terminal (or if that can't be done f1), and ctrl-{something} run a given script or program. I'm not even sure this can be done in linux but I figured it could be because everything else is customize-able.

General Info:
Debian, Latest stable (sarge) release.
and I believe my kernel is 2.4.X

This would be a question about the desktop environment (GNOME, KDE, etc.), so you might want to post what you are using. (If there is only one choice in Debian, I appologize for my ignorance.) Googling on the particular DE might also be more productive than just putting in "Linux."

I'm not up to date on the major DEs, but I know in antiquity GNOME could do what you are asking. I imagine the current versions of GNOME and KDE can also.
