whats this folders purpose/ a friend that is /just/ getting into GNU/Linux asked me.. and I didn't know, So i thought i'd ask..

I'd assume it plays the same role as the global /tmp directory but for individual users.... am I right?

Most likely. Sometimes an app will need or setup a /tmp in a users home directory, but it will usually function as a regular tmp directory to my knowledge.
