Hard-Drive related (best I could do)

I was running windows 7 and Linux Mint and that FBI virus locked my PC.
The steps to remove it were way beyond my 81 year old brain so I put gparted in and deleted the 3 NTFS partitions.
So I have decided to run Linux only as this is a Toshiba and the 3 disk recovery is a days work.
My problem is initially windows BIOS recognized CD ROM. But now in Mint I must go to F12 at boot to change from HD to CD. When I do thar I get a blinking black screen. I have a live SUSE CD but I must first get Linux Mint to recognize CD or DVD.
Can anyone help with my poor explanation and if I must start over format whatever please direct me to a resource. Thanks for reading my tale woe

First the BIOS has nothing to do with windows .
BIOS stand for Basic Input Output System , so it is a part of you're Toshiba
It looks like that you're HD is the first boot device .
Standard it is the CD or DVD drive .
You can change it by entering the BIOS set up

I'm not sure if I can follow this.

Is Mint already installed? Does Mint boot up normally?

Hello
The BIOS is a special type of software stored on a non-volatile ROM chip on the motherboard, and is the first software run by a PC when powered on. The fundamental purposes of the BIOS is to initialize and test the system hardware components, and to load an operating system or other programs from a storage device (Hard disk, CD/DVD, USB etc).
http://www.howstuffworks.com/bios.htm
Since it is the responsibility of BIOS to scan for any bootable media from which an operating system can be loaded , modern BIOS vendors have provided us with various options so a user can decide which storage device to use when booting up a system. In your case if you want to boot from a CD you must enter the BIOS configuration screen via F12 and select from the options available, normally it is the hard disk but your case it's a CD, also there may be an option in the BIOS (usually on the boot device selection screen) to set the default boot device so the system will automatically boot from it without any user intervention.
Regarding your question do you want to install SuSE? or do you want to format the whole system?

PS-- the BIOS exists independent of any operating system on the computer (i.e. there is no thing as a Windows BIOS or a Linux BIOS, even if have no OS installed on the Hard disk the BIOS will still exist as it is literally "burned" on a chip)

Generally the F2 key on boot. If no option indicating F2, hit the Esc key and hold for 3 seconds. The link below at Toshiba discusses it for notebooks but other sites also indicate F2 as the primary method. You didn't indicate which type your have, laptop, notebook, Desktop:
