Gnu Parted Boot Disk: No Root Image

In order to do some major reorganization of my hard drive, I'm trying to run parted from a boot floppy. Following instructions in the Parted manual for creating a boot disk, I've downloaded partboot.img and created a boot floppy. The instructions also call for a second floppy - a root image. I downloaded partroot-1.6.6.gz (1,208,526 bytes) and gunzipped it, expecting to get another image file. However, what I got was a file with no extension: partroot-1.6.6 (3,891,200 bytes). I can't fit this file onto a floppy; now what do I do?

Every distro I've used boots a compressed image file in the /boot directory (vmlinuz, or some such name). Maybe unzipping is not required. Will it fit on a floppy in the compressed state? Try that and see what happens.

Thanks for the suggestion, bigrigdriver. I tried copying the .gz file to an ext2 system on a floppy. Using the first boot floppy, it asked for the second and read it into RAM. It then resulted in a Kernal panic. I can't figure out what else to try.
