where are the global environemental variables stored. .i.e. if i want to set $KDEDIR to the same thing for everyone, how do i do that? (instead of adding it to every single person's login script).

Simple enough:

Edit /etc/profile

You can also set up global aliases and functions in /etc/bashrc (assuming BASH is your shell).
