Giving Permissions to a group....

I have Slackware 10.0 and I need to give permissions to different groups of users. For example... the users in group RESTRICTED should not be able to run programs like ftp, telnet, ssh, etc. How can I go about doing this? I know how to change ownership. Should I just change the ownership of those programs to the group USERS and chmod 770 while under a user in the USERS group?

Thanks in advance.

Eric
