Question ftpaccess vanished?

I recently installed Red Hat 8.0 and found after installation that the config. file ftpaccess controlling the activities of the users has gone missing. I have installed RH again and again and still found the file missing. What's wrong with my installation? Also whenever I tried "qoutacheck -a " to create the relevant system file for setting of the user's capacity, it prompted me "cannot get quota file for /dev/hda3"! Did I miss something?

Cheers.

The mountflags for hda3 must include quota keywords. Check man mount for more information or search the forum for quota.
