FTP and Telnet is notworking

Dear All,
I have installed Linux7.0 in one new machine.
while installing i seleced only GNOM,KTI and Game only. I did'nt select and individual packages.
It did'nt ask the second CD while installing.

after installing Linux is working fine..

I set the IP address also..
I ping other machine also..
From other machine also I can ping the Linux machine.

My problem is I am not able to do the Telnet and FTP from other machine to Linuxmachine.

In the Linux machine root directory I entered ftp This command is working..

#ftp command is working

#ftp 172.165.... could not open connection to host.connection failer

pls give me suggestion.

i am not familar with a distribution called Linux 7.0 - could you do a uname -r at the command prompt so we know what kernel version you are using, odds are that those ports are closed.
