formating vfat


I want to format my vfat drive to ext3 .
when i write /sbin/mke2fs /dev/hdb7
i get the following message:
mke2fs 1.35 (28-Feb-2004)
/dev/hdb7 is mounted; will not make a filesystem here!
then I write: umount -fl /dev/hdb7
then when I write /sbin/mke2fs /dev/hdb7 again I get the same error

then when I unmount hdb7 it says that this driver is not mounted
what s the problem?

Format is administrative task. You do this as a superuser, right?

@su
#mke2fs /dev/hdb7

Otherwise I would use external LiveCD to do that
