Floppy Disk: Device or resource busy

Hi.

On FC2, I'm trying to umount or format a Floppy Disk, but I get these
error messages:
-------------------------------
[ ]# df /dev/fd0
Filesystem 1K-blocks Used Available Use% Mounted on
/dev/fd0 1424 0 1424 0% /mnt/floppy
[ ]# umount /dev/fd0
umount: /mnt/floppy: device is busy
umount: /mnt/floppy: device is busy
[ ]# fdformat /dev/fd0
Double-sided, 80 tracks, 18 sec/track. Total capacity 1440 kB.
Formatting ...
ioctl(FDFMTTRK): Device or resource busy
--------------------------------

What am I doing wrong? I'm on '/' and there is no process running on
the Floppy Disk. Regards.

When I format floppies..........I don't mount them

just insert the disk and issue commands.
and when formatting is done just eject the disk.
